| St. Mary’s County is one of the fastest growing counties in Maryland because of employment centers such as the Patuxent Naval Air Station and direct access to both the Chesapeake Bay and Potomac River. Acknowledging that population growth was outpacing the rate of transportation improvements, the County Department of Public Works solicited the assistance of JMT to prepare a countywide transportation plan for highway, transit, aviation, pedestrian and bicycle needs over the next twenty years. The plan addresses capacity and safety needs as well as needs for multi-modal systems throughout the county. Services included: Inventory of the base data related to traffic volume data, previous plans developed, accident data, transit route information, pedestrian and bicycle trails, and land use information Performed traffic counts used in the development of average daily traffic and peak hour traffic Analyzed traffic data to determine existing traffic volumes and levels of service Gathered roadway geometrics, park & ride lot occupancy, regional airport operations, and water access points Travel demand forecasts were developed for all major County roadways using the Washington Council of Governments regional travel demand forecasting model Analyzed forecasts to identify deficiencies within corridors and intersections Modeling used to determine expectations for the future of the transportation system Developed recommendations for roadway improvements included changing the functional classification, upgrading shoulders, adding sidewalks, widening roads that were substandard in width, and adding new roadway links. Multi-modal recommendations included additional bus routes and bus stop amenities Additions to the network of sidewalks and trails and development of a bicycle route plan After determining the Bicycle Level of Comfort for the roadways, developed routes and recommendations for widening of shoulders or other enhancements
