JMT identified and developed a region-wide GIS-T project design and file architecture to support the Delaware Valley Regional Planning Commission's (DVRPC) transportation planning efforts. JMT performed a needs assessment study of the DVRPC's 29 participating agencies for proposed development of GIS for use in the transportation planning process at the local, county, regional and state levels. The primary goals were to permit agencies to maintain their current GIS hardware and software platforms while facilitating easier sharing of data. Our planning process resulted in the identification of the various levels of geographic detail that member governments needed to support their transportation GIS needs. The tasks we completed included:
Obtained and assembled spatial and attribute data
Performed a comparative analysis and developed recommendations to reconcile the agencies' various approaches
Constructed a comprehensive prototype database
Tested and validated options for a regional transportation GIS
Completed an implementation strategy report to serve as the framework for agency interactions, role assignments, data sharing, data maintenance and data conversion activities, as well as a cost allocation guide
