As part of a joint venture team, JMT developed a Master Plan for the long range needs of nearly 50 miles of I-95, its 11 interchanges, and toll facilities and truck inspection stations from I-95/I-895 north to the Delaware Line. The project involved tasks such as:
Environmental and socio-economic inventories
Public involvement; preparation of materials for public meeting and briefings to officials, agency coordination and briefings
Travel demand forecasting; modeling of various alternatives; detailed traffic analysis
Purpose and Needs Statements; concept development and construction cost estimates; refinement of alternatives
Multi-modal transit analysis of options including HOV lanes, light rail, and buses; preparation of draft/final reports; environmental documentation; and final Master Plan. All services were provided in accordance with State and FHWA requirements including TEA-21 and NEPA.
The master planning process fostered coordination among the many agencies involved in the decision-making and approval process toward achievement of the project goals, which included:
Identify the long-range transportation needs of the I-95 corridor
Develop and obtain concurrence of the study area Purpose and Needs Statement
Develop and obtain concurrence on the range of modal alternatives
Streamline the project planning process through early identification of key environmental and community concerns
Establish implementation schedule for future independent projects in accordance with this I-95 Master Plan
The results of this successful coordination were the programming of the recommended improvements and the establishment of priorities for implementation. The study culminated with a presentation by the Maryland Secretary of Transportation, attended by the County Executives of the nearby jurisdictions, at which he announced the adoption of the Master Plan.
