| As part of our preliminary design responsibilities to provide alternatives for improvements to an eight-mile section of I-95 in northeast Baltimore City and Baltimore County, JMT completed several assignments related to the project’s potential right-of-way needs. JMT researched abstract deeds and plats of record, leading to the preparation of a property mosaic for more than 225 properties along I-95 from the Baltimore City line to the Gunpowder River crossing. JMT provided metes and bounds surveys of 20 properties and completed right-of-way plats delineating right-of-way and easement requirements for the I-95 improvements. JMT assisted the Authority with the development of a right-of-way acquisition procedure to obtain property needed for Section 100 and performed preliminary work for the advanced acquisition of properties that might involve relocation assistance. We attended numerous engineering and legal meetings as well as focus group meetings and the public hearing, providing expert advice regarding the tasks, steps and time frames needed to acquire the impacted properties and relocate the displaced persons.
