Elkton Main Street Improvements

 

 

The Town of Elkton sought to revitalize its Main Street, which was also designated as a state roadway (MD 7D), to promote tourism and business growth.  The location of Cecil County's government complex within the corridor created a high profile for the project.  The Maryland State Highway Administration (SHA) decided to use the project as a Pilot Program for integrating utility enhancements and roadway reconstruction using a Detail/Build project delivery method.  JMT teamed with a contractor to complete this streetscape and utility relocation project.

JMT’s design included infrastructure upgrades and a streetscape for approximately one-half mile of Main Street between Bridge Street and South Street. Major project features involved roadway and sidewalk reconstruction, pedestrian improvements, storm drain reconstruction, landscape treatments, traffic signage and signalization, relocation of overhead utilities underground and reconstruction of existing underground utilities, and signalization.   Examples of the complicated utility design (affecting six different providers) included:

  • Telephone duct required:  19,447 linear feet
  • Cable TV duct required:  13,686 linear feet
  • Power duct required:  20,297 linear feet
  • Nearly 2,400 linear feet of 6-inch, 8-inch, and 12-inch diameter water main
  • 78 water service connections
  • 2,300 linear feet of gas main line
  • 36 gas service connections

The project, which met the schedule and budget constraints, was recognized by the Maryland Quality Initiative with an Award of Excellence for Partnering in Construction.
