JMT, as part of a design-build team, provided services for Phase 3 of the dualization of US 113 at the state border with Delaware.  The design-build delivery method was used to expedite completion of the project.  JMT adopted an innovative, segmental approach, designing portions of the project in conjunction with the maintenance of traffic scheme so that the contractor could start work while JMT was designing the next segment.  In this way, JMT helped the team meet the contract's aggressive schedule.

Project features included:

• 2.3 miles of roadway on new alignment and upgrading of existing roadway facilities
• Several service roads to maintain access to businesses and residences
• Coordination with the Delaware Department of Transportation at the state line and with the contractor completing the adjacent contract phase
